If an EXW price stops at the factory door while a FOB price runs all the way to the vessel, the two numbers are not competing offers yet. They describe different amounts of work.

The short answer: under EXW (Ex Works), the seller makes the goods available at an agreed place, usually a factory or warehouse. The buyer then takes on pickup, loading, export arrangements, and the rest of the journey. Under FOB (Free On Board), the seller export-clears the goods and places them on board the buyer-nominated vessel at the named port of shipment. The buyer takes responsibility from that on-board point.

FOB is only for sea or inland waterway transport. If the goods are containerized, handed to a carrier at a terminal, or moved by more than one mode, FCA often describes the handoff more accurately.

That distinction matters because the Incoterms® rules allocate delivery tasks, costs, and risk between buyer and seller. They do not decide when ownership transfers, how payment works, or which country’s customs law applies. The seller packages and marks the goods as required by the sales contract, makes them available at the named place, and provides the commercial documents required by the term. Delivery happens before the goods are loaded onto the buyer’s collecting vehicle.

From there, the buyer normally has to arrange:

loading at the factory or warehouse;

pickup and origin trucking;

export declarations, licenses, and related formalities;

origin terminal or warehouse handling;

main freight and any chosen cargo insurance;

import clearance, duty, tax, destination charges, and final delivery.

The named place cannot be vague. “EXW China” is not a useful delivery instruction. “EXW Building 3 loading area, [full factory address], Incoterms® 2020” tells both sides where the handoff is supposed to occur.

EXW can work when the buyer has a capable local team or freight forwarder, wants to combine pickups from several suppliers, or needs control from the factory onward. It becomes awkward when a foreign buyer cannot legally or practically complete export formalities in the seller’s country. The ICC’s EXW or FCA guidance highlights this concern and notes that EXW is primarily suitable for domestic trade.

Then there is the forklift problem. The seller’s staff may be the only people allowed to operate it, even though loading is assigned to the buyer under EXW. Do not leave that to an assumption. State who will load, who pays, who bears the loading risk, and what equipment is included.

What FOB really means

FOB draws the line later. The seller handles export clearance and gets the goods on board the vessel nominated by the buyer at the named port. Once the goods are on board, risk passes to the buyer. The buyer usually contracts and pays for the main carriage, then handles the import side and final delivery.

FOB does not mean the seller pays for every origin-related charge without limit. Port handling can be split or billed differently by local practice, carrier tariff, or contract. The ICC Incoterms® 2020 checklist recommends spelling out loading, terminal, container, and customs-related charges because these are common areas of dispute.

It also does not require either party to buy cargo insurance. A buyer may still decide insurance is sensible, especially because risk has already transferred before the ocean voyage begins.

FOB is restricted to maritime and inland waterway transport. It is a natural fit when the seller can deliver traditional cargo directly on board and the buyer wants control over the ocean booking. It is less natural when a sealed container is handed to a carrier at an inland depot or container terminal well before it reaches the ship.

Who pays for what under FOB and EXW?

The table below is a working allocation, not a substitute for the full ICC rules or a negotiated contract.

Task or cost

EXW

FOB

Product packaging and marking

Seller

Seller

Make goods available at the named point

Seller

Seller

Load the collecting vehicle at the factory

Buyer

Seller as part of delivery to the vessel

Pickup and inland movement to the export port

Buyer

Seller

Export clearance

Buyer

Seller

Origin terminal and port charges

Buyer

Seller to the extent needed to deliver on board; clarify any split charges

Place goods on board the vessel

Buyer or buyer’s carrier

Seller

Main freight

Buyer

Buyer

Cargo insurance

Optional; buyer decides

Optional; buyer decides

Import clearance, duty, and tax

Buyer

Buyer

Destination charges and final delivery

Buyer

Buyer

Risk and cost often move together, but they are not the same thing. A party can pay a charge that arises before or after the contractual risk transfer. That is one reason the exact delivery point and charge list need to appear in the quote, purchase order, and shipping instructions.

Compare landed cost, not supplier price

To compare FOB vs EXW cost, first rebuild both quotations to the same endpoint. There are two sensible stopping points:

cost up to the FOB on-board point; or

total landed cost to your warehouse.

Suppose a supplier quotes these hypothetical amounts:

Cost to a comparable on-board point

EXW option

FOB option

Goods or quoted supplier price

$20,000

$21,050

Factory loading

$250

Included

Pickup and origin trucking

$450

Included

Export clearance and documents

$200

Included

Origin handling to the agreed on-board point

$300

Included

Comparable origin-scope total

$21,200

$21,050

In this example, the EXW goods price is $1,050 lower, yet the scope-matched total is $150 higher. These numbers are illustrative, not market rates. Change the pickup distance, shipment type, port, supplier capability, consolidation plan, or forwarder pricing and the result can reverse.

For a true landed-cost comparison, add the same main freight, insurance choice, import duty and tax, destination charges, and final delivery assumptions to both options. If you are building that model for a US-bound shipment, the cost categories in this guide to shipping from China to the USA provide a useful cross-check.

Compare EXW and FOB quotations using the same cost scope.

When EXW may be the better choice

EXW starts to make sense when the buyer already has reliable origin operations. That might mean a local entity, an experienced freight forwarder, or a consolidation program that collects goods from several factories.

Look at EXW more closely if:

you want one logistics provider to control the move from factory pickup to final delivery;

your forwarder can legally and practically manage export formalities;

several supplier pickups will be consolidated into one shipment;

the shipment will travel by road, rail, air, courier, or a multimodal route where FOB is not available;

the supplier’s FOB uplift is higher than the buyer’s verified origin costs.

Be cautious if the supplier will not confirm loading support, the buyer cannot be the exporter of record, the factory is far from your forwarder’s service area, or the quote leaves origin accessorial charges open-ended. An EXW deal without a workable export plan is not control. It is an operational gap.

When FOB may be the better choice

FOB can simplify the origin side of a traditional sea shipment. The supplier completes export clearance and bears the work and risk needed to put the goods on board. The buyer still chooses the ocean carrier or forwarder and controls the main freight.

FOB is worth comparing when:

the goods will move by sea or inland waterway;

the supplier has dependable export capability;

delivery can genuinely occur on board the nominated vessel;

the buyer wants the supplier to handle factory-to-port movement and export procedures;

a scope-matched FOB total is more competitive or easier to administer than EXW.

FOB is not automatically safer, cheaper, or more professional. It is simply a different delivery point. Ask the supplier to list what is included through the on-board point, especially terminal handling, documentation, customs filing, loading, and any carrier-nominated charges.

If you are deciding whether the supplier, an agent, or a forwarder should coordinate these steps, this comparison of a China freight forwarder vs shipping agent explains the operational difference.

Shipping containers? Check FCA before choosing FOB

Containers are where FOB is often stretched past the real handoff. The seller may deliver a sealed container to a terminal or hand the goods to a carrier at an inland facility, long before it is loaded on the vessel. At that point, the seller no longer controls what happens at the quay.

That is why the ICC checklist points users toward FCA (Free Carrier) for container, multimodal, and terminal deliveries. FCA can place delivery at the seller’s premises after loading onto the buyer’s vehicle, or at another named place when the goods are placed at the carrier’s disposal. The wording should match the real handoff.

Incoterms® 2020 also added an FCA mechanism that can support an on-board bill of lading when a bank requires one under a letter of credit. That removes one of the commercial reasons parties sometimes force FOB onto a container shipment. The ICC’s FAS or FOB guidance makes the same mode-of-transport distinction: traditional general or bulk cargo delivered directly to the vessel may suit FOB; containers and multimodal moves usually point toward FCA.

Match the Incoterm to the real transport mode and handoff point.

Put the exact handoff in the contract

Writing only “EXW” or “FOB” leaves the most important detail blank. Use the rule, a precise named point, and the version:

EXW [exact named place and delivery point], Incoterms® 2020

FOB [named port of shipment and agreed loading point], Incoterms® 2020

Before approving the purchase order, confirm:

the full address, port, terminal, and delivery point where relevant;

who books pickup, the carrier, and the vessel;

who loads at the factory and who provides equipment;

who files the export declaration and appears on export documents;

which origin terminal, documentation, customs, security, and loading charges are included;

the point at which risk transfers;

whether cargo insurance will be purchased and by whom;

which document proves delivery under the chosen rule;

what happens if the vessel changes, cargo misses the cutoff, or storage starts;

whether title transfer and payment milestones are separately defined.

For a broader scope review, a China freight forwarding service should be able to show pickup, export, main freight, destination, and delivery charges as separate lines. That makes it easier to compare an EXW and FOB quote without hiding a gap in the middle.

FOB vs EXW FAQ

Is FOB cheaper than EXW?

The supplier’s EXW price is usually narrower in scope, so it may appear lower. FOB includes more origin work. The only reliable comparison is to add all buyer-paid costs until both options reach the same handoff point or final destination.

What is the main difference between EXW and FOB?

The main difference is the delivery point. EXW delivery occurs at the named place before buyer loading. FOB delivery occurs when the goods are on board the nominated vessel at the named port of shipment.

Who pays freight under FOB?

The buyer normally arranges and pays the main ocean or inland-waterway carriage. The seller pays the costs needed to deliver the goods on board, subject to the precise contract and local charge structure.

Who handles export customs under EXW?

The buyer is responsible under EXW. In cross-border trade, that may be difficult if the buyer cannot complete export formalities in the seller’s country. FCA is often worth reviewing in that situation.

Who loads the goods under EXW?

The buyer is responsible for loading the collecting vehicle. If the seller’s staff will load in practice, record the cost, instructions, equipment, and risk allocation in writing.

When does risk transfer under FOB?

Risk transfers when the goods are on board the vessel at the named port of shipment. The old “ship’s rail” wording is not the Incoterms® 2020 delivery test.

Does FOB include insurance?

No. FOB does not require the seller or buyer to procure cargo insurance. The buyer can arrange cover based on the shipment’s value, route, and risk tolerance.

Can FOB be used for air freight?

No. FOB is limited to sea and inland waterway transport. FCA is often the relevant alternative for air, road, rail, courier, container, or multimodal shipments.

Is EXW suitable for international shipping?

It can be used, but it often creates practical export-clearance and loading problems for a foreign buyer. The ICC recommends treating EXW primarily as a domestic-trade rule and considering FCA for international movements.

Final choice: compare the handoff before the price

Start with the physical handoff, not the acronym. If you can genuinely manage pickup, loading, export, and origin coordination better than the supplier, EXW may be useful. If the cargo suits a maritime rule and the supplier is better placed to deliver it on board, compare FOB. If a container is handed over at a terminal, bring FCA into the conversation before signing.

Only then compare the money. A low EXW figure with missing origin costs is not a saving, and a higher FOB figure is not automatically expensive. The number that matters covers the same scope and points to the same real-world handoff, written into the contract with a precise place or port and
Incoterms® 2020
.

Confronta i termini di spedizione FOB ed EXW in base a costi, responsabilità, trasferimento del rischio e modalità di trasporto.
